Black SUV doesn't believe stop signs apply to them

On the morning of February 23rd at around 8:49 AM, a black Alfa Romeo Stelvio (plate WI 192-UEU) blew through the stop sign at W Halsey Ave without any attempt to slow down — no brake lights were visible. The driver also doesn't seem to feel obligated to maintain readable plates, and the registration appears to have expired on 12/25.
